PATH, in partnership with International SOS and ENI, seeks short‑term support through a Project Officer to validate the needs assessment for medical emergency response systems in Kenya, with a focus on Kitui County. Over a two‑month engagement, the consultant will conduct desk reviews, stakeholder mapping, facility and digital readiness assessments, and lead co‑creation workshops with the Ministry of Health and county leadership. The assignment will deliver a validated needs assessment report, actionable recommendations for integration and sustainability, and a modular, replicable model to guide ENI’s investment in Kenya and other priority countries. This temporary role ensures strategic alignment, evidence‑based decision‑making, and cost‑effective preparation before full programme implementation.

Deliverables

  • Inception report with desk review and action plan.
  • Validated Needs Assessment Report (gaps, priorities, sustainability pathways).
  • Recommendations for modular, replicable models for Kenya and other ENI countries.
  • Stakeholder validation presentation.
  • Integration into Kenya Tox and Poisoning Emergencies proposal with budget notes.

Required Skills and Experience

  • Master’s degree in public health/statistics/health systems research.
  • Minimum 3 years’ relevant experience.
  • Familiarity with PHC systems and policy.
  • Experience in South-Eastern Kenya counties (Kitui, Tharaka Nithi, Meru).
  • Strong stakeholder engagement, analytical, M&E, and communication skills.
