Eastern and Southern Africa (AFE) Region

Eastern and Southern Africa (AFE) Planet Department

The Africa Eastern and Southern Africa Planet Department (SAEDR) provides a wide range of financial, knowledge and convening services to help address Eastern and Southern Africa countries’ most complex development issues.  The Planet agenda in Country Partnership Frameworks typically supports strategic priorities of economic growth, jobs creation, improved service delivery, environment, and building of resilience and sustainability, and cross cutting themes such as climate mitigation and adaptation, risk management, and institutional transformation. 

The AFE Planet Department is led by the Regional Practice Director and consists of four global practices (GPs); Agriculture and Food, Environment and Climate Change,  Environment and Social risk management, and Water. The Department has a robust engagement in the region. Our knowledge program is extensive and provided through a mix of Advisory Services and Analytics (ASA), including Reimbursable Advisory Services. The AFE Planet Department also innovates in the use of financial instruments and partnerships, leveraging One World Bank Group working in close partnership with IFC and MIGA.
Water Global Practice

Water touches every aspect of development and links with nearly every Sustainable Development Goal (SDG). It drives economic growth, supports healthy ecosystems, and is essential and fundamental for life itself. Water is our most valuable yet overlooked resource. It sustains people, powers economies and jobs, grows food, and supports ecosystems. But this vital asset is under greater stress than ever before. To achieve a world free of poverty on a livable planet, we need to transform how we use and manage water resources. The World Bank Group’s new water strategy aims to ensure efficient and sustainable use of water for people, food, and the planet.
 
AFE Water: 

Africa’s water landscape is evolving, with expanded coverage leading to more than 250 million people in Sub-Saharan Africa (SSA) gaining access to basic water services over the past decade. This progress demonstrates the region’s commitment to improving service delivery, even as rapid population growth presents ongoing challenges. The continent possesses abundant water resources, and there is tremendous, untapped potential to harness these for health, agriculture, and urban businesses. Opportunities in irrigation are significant, with the region poised to increase the percentage of cultivated land that is irrigated and to make better use of renewable freshwater supplies. By addressing institutional and investment barriers, the AFE region can unlock even greater gains in water access and climate resilience. As the labor force is projected to double by 2050, efficient water management will drive development, economic growth, and job creation across agriculture, infrastructure, and utilities, setting the stage for a brighter, more prosperous future. The AFE Water program focuses on the following strategic priorities on Water for People; Water for Food and Water for the Planet. 
 
 The Water Unit, SAEW3, is one of the two Water Units in the AFE Planet Department.  SAEW3 delivers the Water program in three selected Country Management Units (CMUs): AECE1(Tanzania, Malawi, Zambia and Zimbabwe), AECE2 (Kenya, Uganda, Rwanda and Somalia); and AECS2 (Comoros, Madagascar, Mozambique and Seychelles).  The SAEW3 portfolio of projects and analytical work spans water supply and sanitation, irrigation, transboundary water and water resources management.  
 
Program Context:
 
 To accelerate the implementation of Water Forward in the AFE region and to provide dedicated technical and operational support to country teams, the Water Global Practice (GP) is seeking to recruit a GF-level Water Specialist. This specialist will work in regional and country specific project activities, supporting the design, implementation, supervision, and knowledge management of water supply and sanitation operations, and potentially in irrigation program. The specialist will work in close collaboration with country-level task teams, government counterparts, regional institutions, and development partners to ensure that Water Forward commitments translate into measurable results in the water programs. 
 
Duties & Responsibilities:

SAEW3 is recruiting a Water Specialist who will be primarily responsible for the following activities, but not limited to : 

Portfolio Support and Technical Assistance

Provide hands-on technical support to AFE country teams in the preparation, appraisal, implementation, and supervision of water supply and sanitation projects, particularly to the Horn of Africa Ground Water Project and the water programs in Kenya and Somalia . 

Review and provide quality assurance on key technical documents, including feasibility studies, engineering designs, environmental and social assessments, procurement packages, and implementation plans for water supply and sanitation operations.

Assist task teams in identifying and resolving technical bottlenecks in project implementation, including issues related to infrastructure design, service delivery models, utility performance, and community management systems.

Support the preparation and review of Terms of Reference for consultants and contractors engaged in water supply and sanitation operations.

Contribute to the preparation of Project Appraisal Documents (PADs), Implementation Status and Results Reports (ISRs), and other operational documents as required.

 
More specifically, 

1. Support the Horn of Africa Ground Water project covering Kenya, Ethiopia and Somalia and the regional entities. This includes co-leading and working closely with the regional TTLs and the country specific TTL s on the implementation of the projects; supporting the country dialogue, technical and institutional aspects of the project implementation aspects; support in preparing the mission documents and monitoring reports. As need be, provide support to the Djibouti team and to manage the regional learnings and knowledge sharing. 

2. Support the implementation of Water projects in the Kenya CMU particularly for Kenya and Somalia countries. This would involve providing dedicated technical, operational, and strategic assistance to country teams and government counterparts on ongoing projects, business development and in analytical work. 

3. Strengthen the quality and coherence of the water supply and sanitation portfolio by ensuring alignment with Water Forward principles, World Bank operational standards, and international best practices. 

4. Facilitate knowledge exchange and capacity building among country teams, regional institutions, and implementing agencies to accelerate progress toward SDG 6 targets.

5. Contribute to the development and dissemination of regional knowledge products, including analytical work, operational guidance notes, and lessons learned, to inform the design and implementation of water supply and sanitation operations.

6. Support the monitoring and evaluation of the country projects ensuring robust data collection, results reporting, and adaptive management.

7. Promote innovation and climate resilience in water supply and sanitation service delivery, including the integration of climate-smart technologies, gender-responsive approaches, and inclusive service models.

8. As need be, the Water Specialist will contribute to the Strategic engagement at the regional level on the Water Forward Pillars by working closely with the regional WASH MPA and RISE MPA teams and contribute to the knowledge agenda and provide just in support.

The water Specialist is expected to: 

Deliver all agreed outputs and deliverables to the required quality standards and within agreed timelines.
Maintain regular and proactive communication with the Practice Manager, country team leaders, and relevant stakeholders.
Adhere to World Bank operational policies, procedures, and ethical standards at all times.
Manage time and resources efficiently to maximize the impact of the assignment.
Proactively identify and flag risks, bottlenecks, and emerging issues to the supervising manage, task team leaders and relevant stakeholders.
Represent the World Bank professionally in all interactions with government counterparts, development partners, and other stakeholders.
Contribute to a collaborative and inclusive team environment within the AFE Water GP.

Selection Criteria

• A Master’s degree (or equivalent) in Civil Engineering, Water Resources Engineering, Environmental Engineering, Sanitary Engineering, Hydrology,  Economics, or a closely related field is required.

• Minimum of 5 years of relevant professional experience in the water supply and sanitation sector, with a demonstrated track record of delivering results in developing country contexts, preferably in Sub-Saharan Africa.

• Proven experience in the design, implementation, and supervision of water and sanitation projects

• Experience working with or for multilateral development banks (World Bank, AfDB, or equivalent) or international development organizations on water supply, sanitation, irrigation operations is highly desirable.

• Demonstrated experience in capacity building and institutional strengthening for water supply and sanitation, including the development and delivery of training programs for government counterparts and implementing agencies.

• Experience in monitoring and evaluation of water supply and sanitation programs, including the use of results frameworks, performance indicators, and beneficiary assessment methodologies.

• Familiarity with climate resilience considerations in water supply and sanitation, including climate risk assessment, climate-smart infrastructure design, and adaptive management.

• Experience in private sector engagement and financing. 

• Strong analytical and problem-solving skills, with the ability to synthesize complex technical information and communicate it clearly to diverse audiences.

• Excellent written and oral communication skills in English are required; 

• Demonstrated ability to work effectively in multicultural and multidisciplinary teams, including across organizational boundaries and in complex institutional environments.

• Strong stakeholder engagement and facilitation skills, with experience in managing relationships with government counterparts, development partners, and community stakeholders.

• Ability to work independently with minimal supervision while maintaining strong accountability for results and deliverables.

• Willingness and ability to travel frequently within the AFE region (up to 30-40% of working time) to provide field-based support to country teams and government counterparts.,

• Familiarity with the sub Saharan regional context, including the political economy of water sector reform, institutional landscape, and key development challenges in Eastern and Southern Africa.
