Description

Key Duties and Responsibilities

  1. Facilitating takeover of all assets, liabilities and businesses of distressed banks and financial institutions as the sole and exclusive receiver.
  2. Implementing agreed action plans for timely collection of debts and disposal of the assets for the benefit of depositors and creditors of banks in receivership.
  3. Implementing agreed activities in order to preserve the assets of banks placed in receivership and minimize financial loss.
  4. Coordinating and conducting financial crisis simulation exercises and prepare progress reports on adequacy of the financial crisis framework.
  5. Maintaining custody of ownership documents of all assets and records of banks in receivership, and wound-up financial institutions to ensure safety and facilitate timely realization for the benefit of the depositors and creditors.
  6. Undertaking approved activities in support of the selected optimal resolution option for a bank in receivership in order to minimize financial loss to the Fund.
  7. Implementing approved policies, guidelines, procedures and frameworks for disposal of subsidiaries and other assets of banks and financial institutions under resolution and wound-up institutions.
  8. Coordinating business process re-engineering activities leveraging on technology to enhance service delivery to depositors and creditors.
  9. Maintaining the core banking and other operating systems for assigned banks in receivership for data confidentiality, integrity and availability.
  10. Coordinating winding up process of identified financial institutions in line with approved policies, guidelines, procedures and frameworks.
  11. Ensuring compliance with developed performance management system to monitor, evaluate, report and reward performance in line with agreed performance targets and service standards of the Corporation.
  12. Implementing and undertaking review of the approved risk management policy to ensure the unit has a robust system and processes of accountability, enterprise risk management and business continuity.
  13. Reviewing submitted documents to facilitate execution, discharge and release of securities for fully settled debts for banks in receivership wound-up institutions.
  14. Ensuring compliance with developed financial, accounting policies, relevant laws and regulations for timely reporting for assigned banks in receivership.
  15. Implementing and ensuring compliance with the approved framework of engagement and evaluation of service providers in furtherance of the directorate’s objective of increasing in debt recovery rate for banks in receivership and institutions under liquidation.
  16. Supervising and facilitating training and development of direct reports staff to and undertake performance appraisals.

Requirements

For appointment to this grade, an officer must have:

  1. Cumulative period of nine (9) years’ relevant work experience, three (3) of which must have been in the grade of Senior Deposit protection Officer, or in comparable position.
  2. Bachelor’s degree in Commerce, Banking, Finance, Economics, Actuarial Science, Business Management, Business Information Technology, Business Administration or its equivalent qualification from a recognized and accredited institution.
  3. Relevant professional certification from a recognized institution.
  4. Management Course lasting not less than four (4) weeks from a recognized Institution.
  5. Membership to a relevant professional body where applicable and in good standing.
  6. Proficiency in Computer applications.
  7. Demonstrated merit and ability as reflected in work performance and results.
