JOB TITLE: Human Resource Officer

ORGANIZATIONAL CONTEXT:

The job holder operates with minimal supervision and provide guidance to junior staff to ensure that operational and project objectives are achieved. S/he heavily involved in day–to- day activities and analytical work. The job holder provide advice on low complex issues, applying HR rules, regulations, and expertise in making determinations and recommendations across a range of activities.

JOB PURPOSE:

The incumbent will deliver a professional, client focused HR services, partnering with managers to implement HR solutions in line with WFP corporate priorities.

Under the direct supervision of the Senior Strategic HR Business Partner, the HR Consultant will perform the following duties:

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)

  • Contribute to building and managing talent within WFP RBN office, working with line managers to understand their needs, and organizing solutions to recruit, retain and develop a high caliber workforce to deliver the business objectives.
  • Support with organizational design activities that enable senior management to define and organize structures and jobs and allocate people to the right places to improve efficiency.
  • Manage the end-to-end recruitment and onboarding of national and international staff as per the agreed timelines.
  • Serve as a focal point for HR operation activities for corporate scale up.
  • Partner with the Head of HR to support the Regional Bureau (RB) Coordination team to drive workforce planning, talent acquisition and surge capacity for emergencies as and when required.
  • Support the Head of HR in reviewing/classifying proposed Terms of References
  • Support with organizational implementation provide guidance on the governance, scope, and timelines in liaison with the Head of HR Country Office.
  • Contribute on the development of onboarding strategy and plan and ensure that activities are delivered to ensure new employees have a positive experience of WFP and are successfully integrated into their new role and the organization.
  • Develop emergency response roster position staff based on the sourcing plan which will include active search/head-hunting for suitable profiles.
  • Monitor compliant data integrity; consolidate and analyze data, identifying trends/potential issues, presenting recommendations, and influencing managers to tackle complex problems.
  • Review Personnel Action Forms (PAF) and other Service Requests to ensure proper data entry functions.
  • Identify Continuous improvement opportunities in our processes and coordinate the implementation of approved plans timeously. Focus on onboarding processes.
  • Contribute to continuous improvement by implementing new/updated HR policies, procedures and systems and recommending improvements to ways of working.
  • Provide guidance and support to country offices in the region on talent acquisition, policy, and system related queries.
  • Build overall capacity at national level for recruitment and HR systems and train the current staff.

QUALIFICATIONS

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education:

Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

Experience:

At least three years or more of postgraduate progressively responsible professional experience in Human Resources with an interest in international humanitarian development. Experience of managing small teams of staff with related areas of expertise.

Knowledge & Skills:

  • Sound theoretical understanding of HR concepts and principles with a broad knowledge of best practices, techniques and processes.
  • Ability to lead, coach and motivate a team.
  • Good communication skills with the ability to persuade, influence and adapt communication style to different situations and individuals.
  • Knowledge of common business principles and processes and the ability to quickly assimilate UN/WFP specific processes and systems.
  • Ability to build and maintain effective work relationships with human resources counterparts, managers, and staff within HQ/regional/country office.
  • Ability to work independently.
  • Ability to establish priorities, and to plan, coordinate and monitor own work plan and those under his/her supervision.
  • Ability to draft clear concise reports or rationale for human resources decisions

LANGUAGE

  • Working knowledge (proficiency/Level C) of English and intermediate knowledge (level B) of French is required.
